The ban on watering unused grass on public and commercial properties, including homeowner associations, starts January 2027.
Assembly Bill 1572 (2023) aims to conserve limited natural resources and promote sustainable landscaping as California faces the intensifying impacts of a changed climate. The new law bans using potable (drinking) water to irrigate nonfunctional turf on public/government, commercial and HOA properties.
It goes into effect in phases:

Nonfunctional turf is grass that is purely ornamental and not used for recreation or other community purposes. Examples include:

Trees and non-turf plants can continue to be watered.
